A Hostage Situation occurs when an individual takes another Person under his/her control and subjects that Person to risk of bodily harm for the purpose of furthering a criminal act or to facilitate escape.

The incident may be directed to a specific target or may be the result of an unrelated criminal incident in the area (i.e. individuals fleeing police enter building and take hostages).
