A Disgruntled or Disturbed Person is a Person, with or without a weapon, who demonstrates a potential for hostile behavior or who has demonstrated hostile behavior.

The individual may act in a manner that poses a threat of physical injury to themselves or others resulting from the influence of drugs or alcohol or because of mental or emotional disturbance.
